French Ambassador informed me last night that he had no definite reply to his recommendations mentioned in second paragraph of my telegram under reference. It was nevertheless his impression that his Government were about to take a decision on the question of transit traffic and he had reason to believe that the decision might be to restrict this traffic. decision in this sense might embarrass Hongkong Government he thou ht it his duty to pass on to you his impression of the present
